The honest version

A proper server-side implementation — tagging server, Conversions API, GA4, conversion value — is quoted at three to eight thousand dollars in the US market. If you spend a thousand a month on ads, that math never closes.

Shops that do this well are built for accounts spending tens of thousands. You're not a bad fit because your business is small — you're a bad fit because their cost structure needs you to be big.

Stape, Elevar and the rest sell you hosting and a template. Somebody still has to map your events, match the deduplication IDs and set conversion value. That somebody is the expensive part.

What actually gets built
A tagging server running on your subdomain, not in the visitor's browser. Events leave from the server, where blockers and cookie limits don't reach.
Events sent server-side carrying an event ID that matches the browser pixel, so Meta receives everything without counting the same sale twice.
Hashed first-party data feeding Google Ads to recover the conversions the browser dropped on the way.
Without it there is no ROAS, only opinion. With it, the algorithm stops optimizing for clicks and starts optimizing for revenue.
